My Vision & Mission

What I Believe

My wife, a school teacher, made only one demand prior to relocating to the Maryland Area: that we find the BEST, most academically challenging school system, in order to give our children a fighting chance for their future.

Through local testimony and some research, Montgomery County Public Schools was deemed the Public School system of choice, far and beyond those of surrounding communities.  That was back in 2019.  In the past few years, we have witnessed many struggles of poor administrative performance, the use of the 50% grading rule to artificially adjust grades, and the hiring of friends to senior positions, at the cost of our children’s education. These incidents are not isolated incidents, but a pattern of conduct, in a system that is not running well or efficiently.

I aim to use my position as a Father, with a background in process improvement, fortified with a Certification as a Lean Six Sigma Black Belt, and leveraging the business acumen afforded through a Master in Business Administration, as well as a decade’s worth of large program management as a Veteran in the U.S. Navy and a graduate of the U.S. Naval Academy; I find these culmination of professional experiences was built upon a rock solid foundation of academic achievement.

I will do the very same for the students that graduate through MCPS; to afford these young minds every opportunity to develop their sense of direction, fortified by a comprehensive education, carried on the wings of their communities’ Hopes and Dreams of an intellectually strong America.

Children are resilient and children are aware. By natural instinct, they comprehend what is taking place around them. Our children are future versions of ourselves; learning to think and act as their predecessors. We can ensure their best future by embracing the ideals we have for them. We must guide them through their K-12 Years, fill their school with competent educators, urging questions (as humans we learn through question and answer), instilling comprehension of the modern world and inspiring the improvement of their future world. It is our communities’ responsibility to teach our shared history, pass down arithmetic and sciences, to expand their language horizons, and to teach skills necessary to thrive in Montgomery County.   

Our children respond much better to an organized, disciplined life, rather than a chaotic and poorly coordinated system. As it is in sports, music, and the scientific method, practice makes perfect, success takes consistent effort, and inspiration to rise from failure comes from the surrounding community.  WE MUST MEND the SYSTEM, if we have any hope of consistent positive outcomes.

A little about ricky

I am amazed at how fortunate I have been in this life, the vast experiences adding color and textures that shaped me into the husband, father, and neighbor and Leader, I am today.

I am a Veteran with a 12 year career in the U.S. Navy. I graduated from the U.S. Naval Academy in 2003 and spent the next 10 years as a Naval Officer, leading Sailors and junior officers across 3 naval platforms, around the world.

After the challenges of the Navy, I entered the corporate world and transferred my skills into leading teams at Frito Lay. I managed the movement of inventory from production, through a warehousing system, and into a worldwide distribution network.

I was determined to improve my business acumen, so I entered the Goizueta Business School at Emory University. While pursuing my M.B.A., I honed my skills in contemplating financial reports, the risks and rewards of integrating new technologies, and optimizing human resources.

Most recently, I support multiple federal agencies as a Management Consultant with the Accenture consulting firm, streamlining processes, optimizing fiscal responsibility, reducing time and financial waste and providing cutting edge automated processes.

As a Community Advocate, I am active in various sectors. In 2022, I was appointed by the Rockville Mayor to the Human Services Advisory Commission, identifying the needs of the city that don’t make mainstream news. I am a active member of various Non-Profit Organizations, to include OCA-DC Chapter, Ascend GW Chapter, USNA Alumni Association GW Chapter, and AASuccess. In 2024, I entered the Leadership Montgomery Emerging Leaders Cohort.
