Opinion: Montgomery County must stop passing the buck on school infrastructure, Bethesda Magazine, April 29, 2026 Link Comment by Gordie Brenne at MCTL:  It's not passing the buck. They each have a different job.  Its important to remember that MCPS capital comes from county bonds which are debt service limited to 10% of general fund spending under the charter.  MCPS prioritizes, the Executive fits it in with other county project priorities, and the Council decides. The problem is CEs Leggett and Elrich with Council support squandered decades of capital on low return projects based on political objectives.  Now the cupboard is bare.

Board holds line on property tax rate though bills will likely increase, Maryland Matters, April 22, 2026 Link Comment by Gordie Brenne of MCTL: This is the 11% haircut the state takes on Montgomery County property revenues.  What we get for it: "Revenue from the state property tax is used to repay money borrowed through state bonds. Shortfalls are covered by general fund revenues.  The revenue collected does not fully cover the cost of borrowing. In fiscal 2027, the state is expected to collect nearly $1.2 billion in property taxes, about $320 million short of the state’s debt service burden for the year, according to an analysis by the Department of Legislative Services."  This is mismanagement by the state.  The county could do better, although that will require a change in leadership that is focused on strategic plans and outcomes to get more bang for the buck.  We could tell the state to let us manage the 11% (over $200 million) in a way that reduces our demand for state bonds and associated debt service.  In fact let each county make the business case for fully returning control of property taxes to local governments, and let the state keep income taxes.  Let us prove we can manage our money better than the state.

County Executive candidates lay out vision for East County, Bethesda Magazine, April 21, 2026 Link  Comment by Gordie Brenne of MCTL:  The idea of locating a 4th Montgomery College campus ats the White Oak site has two downsides.  One it will cost money we don't have in the CIP, and two it could squeeze out effort to add business offices to the site. Instead of making Montgomery College more accessible for certain east county residents who could go to the Takoma Park campus, we should be looking at ways to improve the math and reading proficiency of east county residents.  That will make many more residents eligible for University of Maryland degrees and other universities, and will make others job ready for the business we are promised will go to White Oak.  I just hope the Tax Increment Financing the Council approved (advance assignment of property tax revenues to fund White Oak infrastructure) isn't wasted on things that have no return on investment.  We'll see.

To get to a flat tax, tax the tax-exemptCommittee to Unleash Prosperity, April 23, 2026 Link Comment by Gordie Brenne of MCTL: The author rhetorically asks why non-profit hospitals and universities are exempt from taxes, and notes: "It is no coincidence that these are the two sectors that have seen the steepest price increases for consumers and a never ending flow of explicit taxpayer subsidies on top of their tax benefits."  Correct, it is no coincidence.  Its public policy, and yes organizations come in second behind Fed, State and Local governments for union organization.  Again, not a coincidence.  Like so many tax policies intended to social engineer investments, exemptions to hospitals and universities have failed in effectiveness.  Compared to private clinics (although success reflects the fact that you're not getting a random lottery pick doctor, and higher income patients are healthier), and private universities (far superior to the dismal 6 year 50% graduation rate of public schools)  alternatives the exempt service providers lose.  But, are these exempt organizations at least efficient?  Well yes in a way, because they have far more customers in the unit cost denominator.  Do their average costs then come in lower?  Well, that's a tricky question. If you add to tax subsidies other public subsidies like losses on Medicare and Medicaid, and losses on government student loan defaults,  probably not.  Looking at the big picture though, maybe these subsidized institutions are more effective and efficient than universal health care, or free universities would be.  If that's true, god bless compromises and subsidies.

Dickerson data center environmental impact, Bethesda Magazine, April 7, 2026  Link  Comment by Gordon Brenne of MCTL:  Fallacy is that data centers can run on renewable power.  They need lots of power, can generate some and have reserve power generation capabilities to deal with peak loads.  The latter is on demand and can only come from natural gas or nuclear power generation.  I would guess the nice people living near Dickerson would prefer natural gas, but who knows how rational they are when it comes to political decisions. We need this data center to boost information technology jobs in the County, and pave the way for more data centers.  We have 4 today in the county which is ridiculously low until you understand we drove a lot of commercial employers out of the county.

Help end trash burning in Dickerson!  Sugarloaf Citizens Assn, April 7, 2026  Link  Comment by Paula Bienenfeld, candidate for Council D-4:  Council and Elrich kept this under wraps for all these years. Suddenly the public is hearing about it. As usual, waiting until it's too late supposedly to do anything about it and we are scrambling to address it. This is what happens when there is no government transparency, not to mention no news organization that covers local issues.
