FIRST SPEAKER – MICHAEL ANTHONY PEROUTKA
Michael Anthony Peroutka is a Christian and an attorney, and co-founder of the Institute on the Constitution (IOTC), headquartered in Pasadena, Maryland. He is a graduate of Loyola College (now University) in Maryland and University of Baltimore School of Law.
Discovering that the teaching of the law in America had been perverted away from its original design, Michael determined to investigate America’s founding and the roots of our law, in English Common Law and the Bible. This led to the founding of the Institute on the Constitution, which is an educational outreach of the law firm of Peroutka and Peroutka, also in Pasadena, Maryland. IOTC presents the real view—the founders’ view—which is the American view of law and government.
The Constitution Party’s candidate for President in 2004, Michael had a platform which sought to honor God, protect the family, and restore the Republic. The platform came to be known as “The American View of Law and Government,” and inspired the name of his website, www.TheAmericanView.com. IOTC teaches that American view:
- There is a God, the God of the Bible.
- Our rights come from Him.
- The purpose of civil government is to secure our God-given rights.
Michael and Senior Instructor, Pastor David Whitney, travel around the country, graduating classes from IOTC’s course on the United States Constitution, in addition to teaching classes in IOTC’s Pasadena, Maryland classroom. Under their instruction, those who take the course become very familiar with the words, meaning and purpose of the Declaration of Independence and the U.S. Constitution, as well as the Biblical principles on which those founding documents are based. IOTC teaches the only known course on the Maryland Constitution, and a course on the lawful duty and role of the Jury.
SECOND SPEAKER – PASTOR DAVID WHITNEY
Pastor David Whitney graduated from Rutgers University as a Henry Rutgers Honors Scholar with Honors in History. He received his Master’s Degree from Denver Seminary. He has pastored churches in New Jersey, Colorado, Florida, and Maryland for more than 40 years. He is currently the Pastor of Cornerstone Evangelical Free Church.
In addition, for 21 years he has been teaching the Christian heritage and history of our country with Institute on the Constitution (IOTC) where he serves as Senior Instructor, and Radio show host. His show, “We The People—The Constitution Matters”, can be heard on 1180WFYL.com 8am Fridays. David is currently teaching the only course offered anywhere on the Maryland State Constitution.
David has also been active in the pro-life cause and defending the family on the street as well as in the State Legislature. In 2006 he ran for State Delegate against the 3rd most powerful man in the Maryland State House. Though he did not win a seat, his message resonated with many as he called for a return to Constitutional government in the State of Maryland.

Back in early September 2021, the Biden Regime issued two executive orders mandating vaccines for federal workers and contractors and announced new requirements for large employers and health care providers that he said would affect around 100 million workers, more than two-thirds of the U.S. workforce.
"We've been patient, but our patience is wearing thin," Biden said, making a direct appeal to the 80 million people who he said were still unvaccinated. "Your refusal has cost all of us."
President Biden asked the Department of Labor to issue an emergency rule requiring all employers with 100 or more employees to ensure their workforce is fully vaccinated or require any unvaccinated workers to produce a negative Covid test at least once a week.
In reaction to the vaccine mandate, the Republican National Committee, among many others, threatened to sue the Biden administration, calling the mandate “unconstitutional” and “authoritarian”.
Our speakers tonight, Michael Peroutka and Pastor David Whitney, will examine what a mandate is legally while exploring both the U.S. and Maryland Constitutions regarding the vaccine mandates. They will also “drill down” to the bedrock of our Constitutional Republic, the Declaration of Independence which is the Organic Law of these United States.
From these three documents, they will answer the question are vaccine mandates Constitutional? Finally, our speakers will delve into the question of what we the citizens can do to oppose the mandates both on a political level and from a business perspective.
If Americans are to prevail in the cause of liberty, they must be able to understand, and willing to articulate and defend the Biblical and Constitutional foundations of the American law and government.
