Struggling with Skyrocketing Energy Bills?

While the looming $3 billion budget deficit casts a dark cloud over Annapolis, the number one concern for Maryland families and businesses is the soaring cost of gas and electricity.

Right now, record-high electricity bills are hitting mailboxes across the state, forcing many families to make impossible choices—between keeping the lights on or putting food on the table, between heating their homes or affording essential medications. This is unacceptable.

That’s why I, along with my colleagues in the Maryland Freedom Caucus, have launched the “Lower My Electric Bill NOW!” initiative. We’re working in coordination with Congressman Andy Harris, M.D., to demand both immediate relief and long-term solutions to ease this burden on Marylanders.
Meanwhile, the Governor and Statehouse leaders continue to focus on distant, theoretical fixes that won’t provide relief for years—all while their own policies have fueled this crisis. Marylanders can’t afford to wait. We need action now.

On Thursday, we stood alongside Congressman Andy Harris, M.D. at a press conference to unveil our 4-Point Plan for immediate and long-term relief. This plan aims to deliver quick relief starting tomorrow, provide additional help by summer when air conditioners are running, and drive significantly lower energy costs in the years ahead.

Maryland Freedom Caucus. Lower Electric Bills NOW—We're fighting for your families.
The Maryland Freedom Caucus’ 4-Point Plan for Lower Energy Costs:
 
  1. Fight to Keep Power Plants Open & Reopen Closed Facilities: We’ve called for federal intervention to prevent power plant closures and restore critical energy infrastructure. Working alongside Rep. Andy Harris, M.D. (MD-1), our goal is to lower electricity bills by summer.
  2. Eliminate EmPOWER Fees & Suspend Energy Taxes: We’re demanding an immediate halt to EmPOWER fees, which will instantly reduce utility bills. Additionally, we propose a 30-day pause on all state-imposed taxes and fees on Maryland gas and electric bills.
  3. Repeal or Reform the 2022 Climate Solutions Act: This costly, restrictive law is driving up energy prices. We must revise or repeal it to ensure affordable and reliable energy for Maryland families and businesses. 
  4. Stop Wes Moore’s $180 Million Climate Bureaucracy: We oppose the Governor’s plan to create a bloated, unnecessary $180 million Climate Department and other costly Green New Deal programs that increase energy costs without real benefits.
 
Our plan provides immediate relief while ensuring long-term energy affordability for all Marylanders. It’s time to put seniors, families and businesses first.

Also, Gov Wes Moore should amend or withdraw his executive order from June of 2024 and stop the government from outlawing your gas stove and furnace.
Taking Action to Address the State’s Energy Crisis
 
In addition to our 4-Point Plan, the Maryland Freedom Caucus has taken further action to combat harmful energy policies that are driving up costs and limiting consumer choice:

 Urging Gov. Moore to Withdraw from the California Cars Mandate
We sent a letter to Governor Wes Moore demanding an immediate withdrawal from the California Cars Mandate, which threatens to put Maryland’s new car and truck dealers out of business. In just 18 months, dealerships will be forced to stock 43% electric vehicles (EVs) while being restricted to only 57% gas and diesel vehicles—a policy that Marylanders cannot afford.

 Calling for the Immediate Abandonment of the Offshore Wind Project
This project is a financial disaster that will increase energy costs while failing to provide reliable power for Marylanders. It’s time to stop wasting taxpayer dollars on inefficient green experiments.

 Opposing the Electric Heavy Truck Mandate
Another unrealistic mandate that will cripple Maryland’s trucking industry and raise costs for businesses. We stand with truckers and small businesses in fighting for practical, affordable energy solutions.

 Pushing for Energy Independence & Consumer Choice
Maryland’s energy policies should prioritize affordability, reliability, and independence.
 
That’s why we support the Energy Equality Act, which:
  • Eliminates costly electric mandates
  • Prevents lawmakers from banning gas-powered vehicles, lawn tools, and appliances
  • Protects consumer choice and cost-effective energy solutions
 
We will continue fighting to ensure Marylanders have access to affordable energy and the freedom to choose what works best for them.

Maryland Freedom Caucus Launches “Lower Electric Bills Now” Energy Platform

Annapolis, MD—The Maryland Freedom Caucus today unveiled its bold 'Lower Electric Bills Now' energy platform, aimed at reversing harmful state policies that have led to skyrocketing utility costs for Maryland families. The Caucus, joined by Rep. Andy Harris, M.D. (R-MD), called on the General Assembly and Governor Wes Moore to take immediate action to restore energy
independence, eliminate unfair taxes on ratepayers, and halt the EmPOWER monthly fee and other costly green energy mandates.

Rep. Andy Harris, M.D. (MD-1), Chair of the U.S. House Freedom Caucus, emphasized the importance of energy independence and affordability. “I think leaders in Maryland should talk to their constituents,” Rep. Harris said. “They should understand the frustration with high energy bills and the fact that this was brought upon them by the actions of the Maryland General Assembly, which has basically mandated expensive, undependable sources of energy, and requiring energy to be brought into the state by unpopular power line projects.”

 said Delegate Brian Chisholm, lead sponsor of HB1451: The Climate
Solutions Affordability Act of 2025. “This bill will roll back the Climate Solutions Act, repeal the
EmPOWER Maryland tax, and restore our ability to generate affordable, reliable energy. If
Democrats are serious about helping Marylanders, this is the place to start.”

Delegate Mark Fisher (R-Calvert) warned about the long-term consequences of Maryland’s current energy policies that focus on unrealistic wind and solar. “The goal of Annapolis Democrats is to make Maryland completely dependent on imported energy, and every resident is paying massive electric bills every month. If we don’t stop this now, ratepayers will be burdened with unaffordable bills, blackouts will become a reality, and Maryland will never attract any new businesses because of the energy costs.”

The Maryland Freedom Caucus presented their 4-Point Plan to bring down energy prices and urges immediate passage of HB1451 and calls on Governor Moore to halt unnecessary green spending.
