Mark Uncapher represents the state of Maryland as an appointee of Governor Hogan on the Board of Directors of the Metropolitan Washington Airports Authority. MWAA operates Dulles and Reagan airports, the Dulles Toll road, and is constructing the Silver Line for Washington Metro. He is the Director of the Fiber Optic Sensing Association, which promotes the deployment and use of the advanced optical fiber based sensing technologies for monitoring pipelines, railways, borders, roads, and other critical infrastructure and facilities.
He previously was Counsel to the Subcommittee on Government Management, Information & Technology of the House Oversight & Government Reform Committee. After serving on Capitol Hill, he was Senior Vice President and Counsel of the Information Technology Association of America (ITAA, later Tech America) and Vice President & Counsel at Stateside Associates. He served as Montgomery County’s Republican Party Chairman from 2008 to 2013 and continues to serve as an officer of both the Montgomery County and Maryland State Republican Party. He was elected an Alternate Delegate in 2008 and Delegate in 2012 to the Republican National Convention. He was a member of Presidential Transition Team for the Federal Communication Commission in 2000-2001. Before moving to Maryland, he was an executive in New York with Park Communications, a large publicly-held newspaper and broadcasting company, Finance Chair of the Kings County (Brooklyn) Republican Committee and Assistant Counsel to the New York State Comptroller. He is a member of the New York State and DC Bar and a graduate of New York Law School and George Washington University.
